Malaria IS endemic in most provinces in the Philippines, including Ilocos. It's better to just assume the worst whenever you travel and take prophylactic meds. I usually prescribe Fansidar 'cause it's the most convenient, taken only every 2 weeks. And bring anti-mosquito lotion too. I had the exact same experience in Nasugbu, Batangas.
