Just an observation from personal experience. If you put a lot of overachievers in one group, the group tends to self-destruct. Everybody tends to do something their own way and everyone wants to become Teacher’s Favorite. It’s much better to work with smart people who were not that obsessed with grades in school and do not have this need to prove that they are smarter than everybody. As George Costanza said:”Not too dumb and falling behind the pack and not too bright to be arrogant. Just smack in the middle”.
@the chronicler of boredom: I agree, the initial choice is almost always based on who’s the “best” in the field, and then these people underperform because as you’ve mentioned they want to do things their way. However, nothing could have prepared them to the harsh reality of bureaucracy

It’s just frustrating sometimes, other countries manage to recruit their overachievers to work for the good of their nations. Of course there are countries worse off, but why would we want to compete with those? We were once the best place to live in in Southeast Asia, durnit.

By now, we know the the “P-” prefix in PNoy is an abbreviation for Palpak. It should be awarded as a badge of honor to the PNoy’s inglorious basterds: PRico, PMai, PSonny, PEnteng, and more to come as the shit continues to hit the fan…
Perhaps the most questionable appointment of the bunch is that of Executive Secretary Jojo Ochoa, who has been responsible for two defective Executive Orders that had to be sent back to Malacanang for revision. This for a position that requires both a keen legal mind and savvy executive ability. The few interviews with him that I’ve read, he has been underwhelming, lacking in gravitas. I had hoped that President Aquino would do an Obama, who chose Hillary Clinton, his fiercest rival in the nomination process, to a position next only to the presidency in scope of influence and stature. The pick seemed counterintuitive at the time, but it showed Obama has the confidence and sense of security not to fear he would be overshadowed or dominated by her. Sadly, for President Aquino, “comfort level” seems to have weighed heavily as a criterion for choosing his cabinet.
